This White Paper of the CSIS (Center for Strategic and International Studies) Commission on Cybersecurity for the 44th Presidency addresses the lack of qualified cybersecurity individuals who can help defend the country from cyber attacks.
While many government and military officials recognize that the United States needs more education and recruits to help with the cybersecurity cause, this particular report focuses on the need for more qualified people. After all, if the majority of computer experts go to higher paying private sector jobs, the government and military will not have the "best" cyber technicians.
Also, a push for teenage and college education is addressed so that the rising internet generations can use their knowledge to protect the country. Some of the national competitions (which can be found in Get Involved) aim to address this "human capital crisis." But, the need for more cybersecurity experts is definitely pressing according to this White Paper.
