Cyber conflict and policy changes are the focus of Franklin Kramer's speech. He lays out a set of well known cyber attacks (e.g. Wikileaks, Stuxnet, Russia-Georgia conflict, etc.). He then describes how these events may be viewed by a policy-maker's perspective, technological perspective and internet user's perspective. Each perspective focuses on different aspects of these cyber attacks and offers valuable insight into developing cybersecurity.
Kramer lists out the Department of Defense's strategy and then suggests that the whole government needs an approach to particular cyber issues. His approaches range from kinetic to electronic. Kramer's main theme of the speech is that policy needs to change in order to be prepared for future (and current) cyber attacks.
